The only time I've ever been in a change room where old men weren't walking around naked was when some guy brought his young daughter into the YMCA change room with him. Some even clearly states 'Nudity is not allowed. Usually it's the older guys that'll walk around naked in the change room.

Normally, changing at a beach with no accessible bathrooms or bathrooms that are too gross to go near requires a friend to awkwardly hold up a towel while we strip and change. I am not sure the etiquette to be in Change room here in Canada, but i saw men just do naked without hesitation some time while other time all of them seem suddenly shy and cover well. It's and we're all "always-on" so if you need to do check e-mails, missed calls or texts on your phone, you can do so — just do it where you can't see others.
